Sochi 2014 Proposed to Legalize Volunteers

The State Duma Committee on Youth Affairs held parliamentary hearings on “Legal aspects of development of the volunteer movement in Russia.” The hearing was attended by deputies of the State Duma, the cities of Sochi and Kazan, as well as Sochi 2014 experts, who initiated amends to the existing legislation[1].

The proposed amends will secure the concept of “Games volunteer ” in the law and resolve administrative issues associated with providing necessary working conditions for volunteers during major international events. Amending the legal framework is one of the points of the Sochi 2014 Organizing Committee’s program for preparing volunteers for the Sochi 2014 Games. Currently, Russian law does not regulate many aspects of volunteer work, including insurance matters, organization of travel and meals, as well as attracting international volunteers.

A large number of volunteers are involved in the preparation for the Sochi 2014 Games. A total of 35,000 volunteers will work from January – March 2014. Of them, 25,000 will be prepared by the Sochi 2014 Organizing Committee, while the remaining 10,000 will be trained by the Sochi city administration.
